Arleigh Burke-class destroyer USS Ross ( DDG-71 ) has entered the Black Sea. As per the statement released by U.S. 6th Fleet, “ Ross is conducting maritime security operations and enhancing regional maritime stability, combined readiness and naval capability with NATO allies and regional partners,” Cmdr. Dave Coles, commanding officer of Ross, said in the statement, “Our allies in the Black Sea continue to play a key role in maintaining security in the European theater. The crew and I look forward to enhancing our interoperability in a dynamic environment as well as experiencing the rich history and culture in this region.” Viewers may note that according to the Montreux Convention, signed in 1936, which regulates the transit of naval warships in the Black Sea, non-Black Sea nations can only send vessels which have displacements of less than 15,000 tons and these ships can stay for a maximum of 21 days. USS Ross is well within the limit and the transit is not in violation of Montreux Convention. Russian/Nat Russia has sent its first naval ship to the Mediterranean, where NATO vessels have participated in strategic missile and airstrikes against Yugoslavia. The Russian Defence Ministry say the reconnaissance ship, "Liman" has been sent to examine the situation in the Balkans and gather intelligence on NATO movements. Six other naval warships from the Russian Black Sea fleet are expected to join the Liman which is scheduled to arrive over the weekend. Russia is heating up tensions with the deployment of more ships in the Mediterranean near the Balkans. Reconnaissance ship "Liman" from the Russian Black Sea fleet left the Crimean port of Sevastopol on Friday, bound for the Adriatic Sea . Western analysts claim the move amounts to a spying mission for the Serbs on NATO's forces. A total of seven ships are expected to sail through the Bosphorus into the Mediterranean, including the cruiser 'Admiral Golovko', the destroyers 'Kerch" and 'Sderzhanny' as well as several frigates and support ships. Moscow newspapers report the vessels are capable of carrying the feared S-300 anti-aircraft rocket complex and one assault ship was designed to transport a battalion of marines and their armour. The press service of the Black Sea Fleet said the ship was bearing no weapons and had been ordered to observe the situation. The Russian Defence Ministry confirmed Liman's mission would be to gather intelligence information on NATO vessels that are stationed in the Adriatic and participate in Allied air strikes on Yugoslavia. The Black Sea Fleet said there would be no intervention in the conflict. SOUNDBITE: (Russian) "The Black Sea fleet is now preparing for planned exercises in mid-April. We are preparing the ships for the exercises and for carrying out any other orders." It is expected the Russian ships will be under constant surveillance from NATO as soon as they near the Balkan conflict zone. A number of soldiers who took part in operations in Syria were also honoured during a march. The Black Sea Fleet was founded by the decree of Catherine II after the annexation of the Crimea by Russia in 1783. Russian military monitors US warship guide missile destroyer USS Donald Cook in Black Sea Russia’s Black Sea Fleet is monitoring movements of the US guided-missile destroyer USS Donald Cook, which had entered the Black Sea, the Russian Defense Ministry’s National Defense Control Center said on Saturday. "Forces of the Black Sea Fleet have begun tracking the guided-missile destroyer USS Donald Cook immediately after she made a transit into the Black Sea," the center said. According to the center, "the Black Sea Fleet guard ship Pytlivy began tracking the movements of the US naval ship immediately. Besides, the US ship will be monitored with the help of the fleet’s electronic and technical means. USS Donald Cook entered the Black Sea at 8.50 p.m., the National Defense Control Center specified. The top brass recalled that under the Montreux Convention, which regulates transit and navigation through the Bosphorus and Dardanelles Straits, the USS Donald Cook cannot stay in the Black Sea longer than 21 days, as a naval warship belonging to a country without a Black Sea coastline. Earlier in the day, the US 6th Fleet’s press service reported that the Arleigh Burke-class guided-missile destroyer USS Donald Cook began its transit of the Dardanelles Strait heading into the Black Sea "to conduct maritime security operations and enhance regional maritime stability, combined readiness and naval capability with our NATO allies and partners in the region.". The Arleigh Burke-class guided-missile destroyer was navigating the Dardanelles Strait in Turkey on January 19 as it headed north toward the Black Sea, the U.S. Navy said in a statement. “The U.S. Navy routinely operates in the Black Sea consistent with the Montreux Convention and international law,” the statement said. It did not say when it expected the ship to reach the Black Sea, but the TASS news agency quoted the Russian Defense Ministry’s Defense Control Center as saying it is “tracking the movements” of the Donald Cook, which according to international convention may stay in the Black Sea for no longer than 21 days. Tensions in the region have been heightened since November 25 when Russian security forces fired on, boarded, and then seized three Ukrainian vessels near the Kerch Strait, which links the Black Sea and the Sea of Azov. Moscow claims the Ukrainian vessels illegally entered Russian territorial waters near Crimea, the Ukrainian peninsula that Russia occupied and took over in 2014. It is holding 24 Ukrainian sailors for possible trial on charges of illegal border crossing. The United States, European Union, and other Western countries have called for their release. "The United States and the U.S. Navy continue to stand alongside our allies in defense of shared regional interests and maritime stability," Commander Matthew J. Powel, commanding officer of Donald Cook, said in the Navy statement. "Our arrival into the Black Sea will showcase the Navy's interoperability in pursuit of common security objectives, enabling us to respond effectively to future crises or deterring aggression," he added. U.S. national security adviser John Bolton said in December that there will be no substantial meeting between President Donald Trump and Russian President Vladimir Putin while Moscow still holds the Ukrainian ships and sailors. Russia moved swiftly to seize control over Crimea after Moscow-friendly Ukrainian President Viktor Yanukovych was pushed from power in Kyiv by the pro-European Maidan protest movement in February 2014. Putin's government sent troops without insignia to the peninsula, seized key buildings, took control of the regional legislature, and staged a referendum denounced as illegitimate by at least 100 countries at the UN. Russia also fomented unrest and backed opponents of Kyiv in eastern Ukraine, where more than 10,300 people have been killed in the ensuing conflict since April 2014. The International Criminal Court (ICC) ruled in November 2016 that the fighting in eastern Ukraine is "an international armed conflict between Ukraine and the Russian Federation." Defense expenditures were severely reduced. Many ships were scrapped or laid up as accommodation ships at naval bases, and the building program was essentially stopped. Sergey Gorshkov's buildup during the Soviet period had emphasised ships over support facilities, but Gorshkov had also retained ships in service beyond their effective lifetimes, so a reduction had been inevitable in any event. The situation was exacerbated by the impractical range of vessel types which the Soviet military-industrial complex, with the support of the leadership, had forced on the navy—taking modifications into account, the Soviet Navy in the mid-1980s had nearly 250 different classes of ship. The Kiev class aircraft carrying cruisers and many other ships were prematurely retired, and the incomplete second Admiral Kuznetsov class aircraft carrier Varyag was eventually sold to thePeople's Republic of China by Ukraine. Funds were only allocated for the completion of ships ordered prior to the collapse of the USSR, as well as for refits and repairs on fleet ships taken out of service since. However, the construction times for these ships tended to stretch out extensively: in 2003 it was reported that the Akula-class submarine Nerpa had been under construction for fifteen years. Storage of decommissioned nuclear submarines in ports near Murmansk became a significant issue, with the Bellona Foundation reporting details of lowered readiness. Naval support bases outside Russia, such as Cam Ranh Bay in Vietnam, were gradually closed, with the exception of the modest technical support base inTartus, Syria to support ships deployed to the Mediterranean. Naval Aviation declined as well from its height as Soviet Naval Aviation, dropping from an estimated 60,000 personnel with some 1,100 combat aircraft in 1992 to 35,000 personnel with around 270 combat aircraft in 2006. In 2002, out of 584 naval aviation crews only 156 were combat ready, and 77 ready for night flying. Average annual flying time was 21.7 hours, compared to 24 hours in 1999. Training and readiness also suffered severely. In 1995, only two missile submarines at a time were being maintained on station, from the Northern and Pacific Fleets. The decline culminated in the loss of the Oscar II-class Kursk submarineduring the Northern Fleet summer exercise that was intended to back up the publication of a new naval doctrine. The exercise was to have culminated with the deployment of the Admiral Kuznetsov task group to the Mediterranean. As of 2006, The Russian Navy had 50 nuclear submarines with only 26 operational compared to 170 in 1991. The Navy planned to reduce the number to 20 submarines, including ten strategic missile submarines and ten multi-purpose (attack) submarines, according to unofficial reports. As of February 2008, The Russian Navy had 44 nuclear submarines with 24 operational; 19 diesel-electric submarines, 16 operational; and 56 first and second rank surface combatants, 37 operational. Despite this improvement, the November 2008 accident on board the Akula-class submarine attack boat Nerpa during sea trials before lease to India represents a concern for the future. In 2009, Admiral Popov (Ret.), former commander of the Russian Northern Fleet, said that the Russian Navy would greatly decline in combat capabilities by 2015 if the current rate of new ship construction remained unchanged, due to the retirement of ocean-going ships. In 2012, President Vladimir Putin announced a plan to build 51 modern ships and 24 submarines by 2020. Of the 24 submarines, 16 will be nuclear-powered. On 10 January 2013, the Russian Navy finally accepted its first new Borei class SSBN (Yury Dolgorukiy) for service. A second Borei (Aleksandr Nevskiy) was undergoing sea trials and entered service on 21 December 2013. A third Borei class boat (Vladimir Monomakh) was launched and began trials in early 2013, and was commissioned in late 2014. A Russian plane carrying 92 people to Syria crashed into the Black Sea on Christmas morning, with no reports of survivors. The military aircraft disappeared from radar moments after take off from Sochi international airport. Among the passengers were musicians thought to be from the alexandrov ensemble, one of the world's most famous military choirs. Russian emergency services later found the wreckage and personal items in the Black Sea, between one and four miles off the Sochi Coast. Russian President Vladimir Putin is set to issue a detailed statement after getting a proper brief from officers investigating the accident.

The USNS Carson City is the first expeditionary fast-transport vessel ever to enter the Black Sea. It is conducting support operations while the Arleigh Burke-class destroyer USS Carney patrols the waters. Both entered the Black Sea last week, officials said. The Navy has been increasing its presence in the Black Sea in the past two years as Russia deploys more naval forces — particularly submarines — in the region. In February, the USS Ross and USS Carney were the first two Navy ships to patrol the Black Sea in tandem since the 2014 Sochi Winter Olympics, just before Russia’s seizure of Ukraine’s Crimean Peninsula. Moscow views any Navy ship entering the Black Sea as an intrusion in its territory, said Jim Holmes, a professor of strategy at the Naval War College. They would be all the more upset by two ships operating there, even if one is a transport vessel. “They see it as a Russian lake and would prefer for outsiders to remain out,” Holmes said. Russia isn’t as proprietary about the Black Sea as China is about the South China Sea, largely because Turkey controls the only access between the Black Sea and the Mediterranean, Holmes said, but it still sees any NATO presence as provocative. Navy officials say warships are sent in to help safeguard the region. “Carney’s arrival in the Black Sea demonstrates our continued commitment to security and stability in the region,” Cmdr. Tyson Young, the Carney’s commanding officer, said in a statement. The Carson City has been carrying personnel and equipment, including for exercise Noble Partner in Georgia, and will remain here for a week more.
